I am directed by Mr Secretary Chamberlain to request you to inform Mr Secretary Brodrick that a report was recently brought to his notice that there were Sikhs in Russian service at Port Arthur.
2. Mr Chamberlain addressed a telegraphic enquiry on the subject to the Officer Administering the Govern- ment of Hong Kong, but did not obtain from that officer any confirmation of the report. It was ascertained, however, that the French and German Governments were supposed to have enlisted natives of India for service in China. A copy of Major General Gascoigne's despatch on the subject is enclosed for Mr Brodrick's informa- tion.
3. A telegram was received by the Forelim Office from Sir E.Satow stating that there was no doubt that natives of India, among them Sikhs, were employed by the Russians at Port Arthur and along the Manchurian Railway; and that they came from Shanghai.
4. Mr Chamberlain concurs with the Secretary of State for Foreign Affairs in thinking it undesirable that Sikhs should enter the service of other European

Powers in China; and the Governor has been asked to
report what steps could be taken with a view to arrang-

ing them back to India on the expiry of their service.
